Promotion of Armies to Guard status

I`ve played the Soviet campaign 1942-5 trice now and not once has an ordinary Combined Arms Army been promoted to Guards status.
Is this WAD, or what are the criteria for such a promotion.Some armies consist of predominantly Guards units.

You need something like 150 wins.

I don't believe it happens based on the leader's W/L but the HQ itself.

At 180 (net wins?) wins it should be a guards unit already, or its a front and not an army ?
In general, its quite hard to get guard armys.
"For Army HQ units, the units number of wins plus the year modifier must be greater or equal to 75 plus random(75)"

Update , this seem to be a bug, i have report to helpless and he have said he is working on it.
