Hiroshima/Kure Port Size Expansion Problem

I'm analyzing which Japanese ports should be expanding at the start of the campaign and was considering expanding the port size at Hiroshima/Kure (it's per turn troop and supply ship load rate are 3 times better than anywhere else in the region, but its resources/fuel/oil ship load rates lag behind three larger bases in the region that have port size 10).

However, the expand port option is greyed out for Hiroshima/Kure and I cannot figure out why. [&:]

The port size is 9(9), it has supplies, and it has engineers.

I searched, but could not find an explaination in the manual or via Google search of the forums (rule #1 for new players, use Google to search the forums instead of site's search function).

Port Size 9, is the maximum you can build.

Port or AF size 10 can only come from pre-game setup.  It represents facilities that were built up over many years pre-war and are beyond what would be done in a wartime emergency.

thanks - ref. Manual Rule 9.2.2 (sizes range from 0 to 10 and can be up to 3 levels greater than their SPS, but cannot be increased byond 9).
