Monsoon pwhex: query

I am about to issue a war long series of pwhexe.dat files
These are meant to reflect impacts on hexes of seasons and of infrastructure changes
This series assumes hisorical road and RR construction
The four basic files are done - for Winter, Spring, Monsoon and Fall seasons
[Winter and Monsoon are four monhs long. Spring and Fall two months long]
But before doing the other years - adding construction - I am considering modifying the
Monsoon one.
Feedback indicates interest in addressing the problem of Monsoon operations are too easy\
in he Monsoon area.
Monsoon area: basically he Malaria area - and fringes next to it -
NE India, Burma, SW China, Indochina, Thailand, NEI, Philippines, and the Solomans area
As of now my Monsoon file is identical to stock re ice in the North - the ONLY season that is
identical. You get LESS ice in the Fall - when you can sail the Arctic Ocean and rivers that
empty into it. You get MORE ice in the Spring - and still more in Winter.
Spring has "break up" (of ice) impacts in Northern rivers - they cannot be used by ANYTHING -
not boats - not vehicles. Winter permits ice roads and ice trails. Both disappear in spring -
but Northern rivers become useable by boats only in Monsoon and Fall. Spring has neither.
But in the more tropical areas, rivers are navigable year around
This pwhex set has more navigable rivers than stock - all are in there - so that does not change
in Monsoon -
except for the Upper Mekong - it is NOT navigable in Winter - only in other seasons
But the main tropical Monsoon effect is to lose trails
Which this file set has - for example the route to Imphal - or the route that later becomes
the Ledo Road - both disappear in Monsoon
ALL trails disappear in the Monsoon area during the Monsoon season
The question is - should there be a larger logistical impact (in main measure to limit land
combat operations and air operations)?
For example, we can redefine primary roads as secondary roads
We might redefine secondary roads as trails
Both should put a premium on locations fed by rail lines
OR should rail lines degrade too?
Or none of the above?
I want to decide this before doing the 1942, 1943, 1944, 1945 and 1946 monsoon versions of the file
