Narvik '40 supply issue

I have been playing the above mentioned scenario covering operation "Rupert" - the Allied attempt to retake Narvik that is - and actually I have made some bold manoeuvers, shocking and stunning my opponent, my units and subunits have made a good progress , landing in the vicinity of the town by the means of the anchorage hex assaulted and captured, but ... the units there, either Polish, French or British are virtually completely unsupplied and losing their ground quickly. I knew that they can't trace the open supply lines overland being completely surrounded by the enemy, but I moved their respective HQs and supply units to the captured port, thinking that finally would settle the score. To no avail at all apparently - after a couple of turns they are still completely unsupplied and on the verge of collapse. What the ...? I am playing under the previous patch and not the latest so the new supply rules do not apply. can anybody advise before all chances are lost? ...Each time - turn I mean - I have more than decent transport capacity allowing my side to subject a brigade force at least to a seaborne insertion so I also assumed that if on a particular turn I do not trasport any troops, equipment or materiel the saeborne transport capacity should be diverted to supplying my units if they have a port open, but that also doesn't seem to work that way. What am I missing in that picture? ...
