I have attached the DxDiag. The only thing I can see off base are that the Realtek sound driver is bit old. But then again sounds work with everything else so I doubt that is the issue. And in addition to that, the GFX Card name: ATI Radeon HD 4800 Series should be be 6800 Series.
Well you can always update, the sound driver. But I too agree that probably it wouldn't solve the issue.
I have no codec packs installed and only use Foobar2000 and Media Player Classic Home Cinema as Portable install for media. I have been mostly playing Panzer Corps with my laptop, an all Intel Core5i based syste, in which all works fine. Can almost swear that Panzer Corps worked fine couple months ago with my main system - for which the Dxdiag report is for - and only thing I have done since is install some Windows updates and updated AMD drivers to CCC 11.8.
Usually it's easier to solve this issue when there are pack of codecks involved with it. Not your case. I know that some kind of media players can also broke the MCI, but foobar2000 seems to be such a "clean" player, that I doubt that it could be related to it.
As for the MPCHC, I've more doubts. But if it's portable it shouldn't tweak the system... but I'm never sure how far the portables can mess with systems or not.
When you say you've no sound are you referring to the voice on briefings and music as well the in game unit sounds?
Your DxDiag, in terms of codecks/filters is quite identical to one I have with one of my systems. The only thing I've different, besides I can hear all Panzer Corps sounds, is that I have some ATI filters installed and you've none. I've an older version of the ATI drivers. Anyway did you installed the ATI HDMI audio driver?
Your problem could be caused by some third party program. Maybe you could use a software called Process Monitor for monitoring real-time file system, registry and process/thread activity.

You see I can't pinpoint the solution, I can only hinting.

Now I'm going to suggest something that I don't like to suggest. I think there's a great chance of you solving your issue by installing a codec pack. Why because if it's true that sometimes they broke, it's also true that sometimes they can fix issues. But it's always risky. It's your call.

The 7.7.5 and 7.7.7 seems to be working with Panzer Corps.
Remember to create a restore point before trying anything, just to be sure you can go back.
