Mercenary Production

What is the proper functioning of Mercenary camps? We have had times when they have stopped producing and we can't seem to find a legimate reason for it.
Oh that may have been because you've upgraded to Inf II. For some reason the camps stop producing units. (which is a good thing IMO because they swamped me with mercs, and I couldn't stop the merc production. Remember, every unit produced uses up supplies, the more troops = the more supply you'll need).
The idea of a merc prod. center/city is a good one I think, but it needs some tweaking, in my opinion ofcourse.
