Editing TOE - empty unit at the top?

Well I'm stuck with editing a units TOE.
I try to simulated Sturmgeschütz Abteilungen and want to give the new StuGs the slot on top but leave them empty, under that should be a slot for the old StuGs that.
0/31 Sturmgeschütz III42
22/22 Sturmgeschütz III41

Unfortunately it doesn't work, setting the 42 version to zero moves them to the bottom, only when I give them at least 17 they will be moved to the top.
So any idea how I get it they way I want it???

?? And put 22 StG41's in the at start on hand ??

Yes the old ones should be in and slowly be replaced by the new ones but afaik the unit once destroyed will only come back if the the equipment of the first slot can be filled.
So setup at start has to look like this:
0/31 Sturmgeschütz III42
22/22 Sturmgeschütz III41

The difference in numbers comes the K.St.N 446 that defines 22 StuGs as inventory were the later K.St.N 446a defines 31 StuGs.
Klink already suggested editing the scenario as XML, I'll look into it maybe this will work.
Only thing that worries me can this somehow damage the scenario?

Try editing the OOB in an XML editor. Maybe that will work.

I tried it with XmlPad and it seems to work.
Wasn't the reason for allowing import/export as XML to use such editors?
I just want to make sure that the changes I make don't kill the scenario, for now I will make them as last changes and will backup before using the xml feature.

I would use Notepad++, even better *see attached*
