Can You Prevent Disbanding SFT's

Is there any way to prevent players from disbanding SFT's? Can this be applied to a regime or better yet people?

BTW I think I found the answer to this question. Rule variable 518 is supposed to control this. I have not read the editor tooltip or tried this out yet but found a reference to it.

You can always make an event that switches it off and on each turn. That in effect would do it for one player, while not another...

Believe it or not I want it always off. I give some SFT's that have penalties attached to them and I don't want the player getting rid of the SFT or the unit. The only way to remove an actual unit will be with an action card so I can keep track of them.
