Question about Supply and Supplies

The Pool has Supply Stores, Supplies in Units and Supply Depots in HQs.
A unit has Supply/Need. Is this the same "Supply" as displayed in the Pool as above?
And if it is how do you get the massive stockpiles in the Pool into under supplied units.
Is it about positioning HQs, using HQ buildup or what?

I'd like to know those answers myself. As the Axis player how in the world does the supply reach those units in the Leningrad contest area? A chain of HQ's?

20.1.5. HEADQUARTERS UNITS AND SUPPLY
Headquarters units that are in range (20.4.1) will serve as supply sources to their attached
combat units. The higher headquarters units of these HQ units do not have an impact on
supplying attached HQ units, only combat units that are directly attached. For example, in the
case where the Soviet 3rd Army HQ unit is attached to the Kalinin Front HQ unit, the 3rd Army
will provide supply to its attached combat units, but the Kalinin Front will only provide supply to
combat units that are directly attached to the Front HQ unit. An exception is that Air base and
Rail repair units are not considered HQ units for supply purposes and can draw supply from the
HQ unit to which they are attached.
20. SUPPLY
The generic vehicles of the motor pool are used to bridge the gap between the last
connected, undamaged rail line hex, called a railhead and considered a supply source, and
the unit requiring supply. Supply is most effectively delivered through the headquarters unit to
which the combat units are attached, but can also be delivered directly from the railhead to
the combat unit if they cannot trace to their higher headquarters unit. The amount of supply
delivered is dependent on many factors, to include the distance from the railhead to the unit,
whether the unit moved during the last turn, and vehicle shortages in both the motor pool and
the unit.

Thanks for that.
Now playing as the Soviet in GC41 and at about T23.
So all my rails are intact as I'm retreating, all in Supply and close to HQs etc.
Logistic Level at 100% Global Supply 999% Global Fuel 999%, Motor Pool 219k/97k, Im 180 vehicles short in units and supplies in units is 35k/42k...
Should I HQ buildup to get my supplies out of the mountains stockpiled and into units....? or dont move...

Never HQ buildup as the Soviets, it will cost precious trucks. HQ buildup is a trick mostly used by the Germans to get supplies and fuel to their panzer spearheads in 1941.
Just try to make sure that your units are within command range of their HQs, and that you don't have a too tortuous path back to a railhead, then hope for the best.
Having enough trucks is very important. You might consider disbanding units that use a lot of trucks if you are short on trucks, like motorized and tank divisions and Motorcycle regiments. See the wiki on how to manage the Red motor pool for further info.

No, not if those numbers are in the correct order. The first number is what you have, and the second one in parentheses is what you need. So with those number, trucks shouldn't be the problem. It is no disaster if you go below what you need, but you should try to keep it at least more than half of what you need.
