hi all !
I play with SPWAW VERSION 2.3 !!
Possible to play with verion 7.1 without downloading
the entire game?

No, the earliest version that I could patch you up to would be 4.5 and even then the 4.5-5.0 patch is 178mb in size. So it would be best if if you started with a fresh copy.

I have fond memories of 2.3; it, 4.3b and 7.1 are the versions I have spent the most time with.
I could get you the files to update to 4.3b, but never got 4.4 or 4.5 myself. The 7.1 complete install is the fastest way to get to 7.1.
On my fast machine I have MCNA updated to 7.1 and on my slow machine I have the 7.1 internet version. Quite a few changes since 2.3, but I think you will feel they were for the better like most of us.
