Command HQ

How does one create or change a Command HQ with Japan? I've been thinking of allowing a few more into the game so the Japanese can upgrade units at more then just 4 or so locations.
Specific Questions:
1. How is a 'Command HQ' created within the Editor?
2. Must they have a specific location in the locations? Do they have to be with the others?
2. How is the range of hex control set?

On number 1. Command HQ have 109 in the HQ TYPE box
Not sure on number 2.
On number 3.
The ranges can be changed by changing the last number in the HQ TYPE box
Command is 109 = 9 Hexes,
Army is 75 , range 5.
Air HQ is 55, range of 5 or RAF Group is 53, range of 3.
Naval HQ is 25 range of 5.
Corps = 1, Range = 2 ?? (don't know how to change this one)
Added-
Also a Command HQ needs to have itself listed as its HQ (If a HQ is added in slot 95 then the HQ box in the editor needs 95 in it.)

There are 6 types of HQs in AE, each with a different numeric value, as follows:
Command - 100
Army - 70
Air - 50
Amphibious - 30
Naval - 20
Corps - 0
HQs have an effective range of between 1 - 9 hexes.
To create a HQ, in the tab marked "HQ Type", enter the desired numeric value plus the desired effective range.
A Command HQ with a range of 9 hexes would be entered as "109"; a Corps HQ with a range of 1 would be entered as "1".
For Japan, all HQs must be in slots 1 -98, or 3005 - 4989.
For Allied, all HQs must be in slots 100 - 215, or 5000 - 7950.
