I was wondering if there was a way to modify the issuance of awards and decorations? Not promotions, just medals. Is there a file that can be changed to make it easier or harder to win them and what should be changed?

I believe there is. First read Simovitch's modifying DCG's manual. Its somewhere in the campaign PDF file. One of the datasets will do that. Off the top of my head i dont recall which one it is.
