as far as i know, the group must be loaded on a cv/l/e and the ship must be in a replenishment tf. and also in range of the tf to be replenished.

He is presumably referring to the replenishment squadrons that enter aboard US CVE. He apparently tansferred them to a land base not realizing they need to be aboard CV(e)(l)s in replenishment TFs to function properly.

I have not tried it yet or gotten far enough along to try it, but I recall a thread that said that the replenishment groups worked from land also. You just had to sail your CV's in ferry range of the aircraft and everything works per normal. Could be wrong though.

Afaik do the replenishment groups work land based too (as replenishment groups). Might have changed again in one of the beta patches but i tested it a year ago or so.
Best is to keep them on the Escort carriers, but it is no problem to move them off board and re board them if necessarily. During the early war they might seem a little bit unnecessary but later on with some big carrier groups running around they are worth gold.

I can confirm that they work just fine on land. They can do both there...act as active groups (flying combat missions) and at the same time be used as replenishment groups...if you're fighting on the defensive (in 1942 pretty much sure) i think they can be more usefull in that role...
Or you can use them as training groups for your future CV pilots...

I can also confirm that they work from land. Even for Japan, when I have made experiment, and made group for them, and put it into Manila.
So being in range of of such group should be enough to draw replacements.
