Has Leader casualties Been Fixed Yet?

Has the leader casualty bug (that always kills the highest ranking general) been fixed yet?
This is the third new game I am starting over the years which wishes to include this option but are waiting for an answer that it works as it is supposed to.
Please let us know as we wish to commence the game.
