I've seen this happen a number of times now. Everything will be going along fine, and then suddenly I realize that no ships have been produced in a while. I'll open up the construction yards screen again over time (which is oddly slow to respond compared to the rest of the game, don't know if that's part of the symptoms or not), and I'll see no progress being made, sometimes up to several YEARS later.

Any idea on what could be causing this? How do I fix it? I'm assuming that this is some kind of bug?

Sounds like you may be running out of one or more strategic resources required for your ships.
