Despite Resolution, Game Bottom Cut Off

No matter what resolution I pick on my laptop, the bottom of the game is always cut off. For example, I cannot select auto-reinforce during refits. And my cursor is lingering near the bottom of the screen, the map will scroll uncontrollably.
My laptop's normal resolution is 1920x1080, but no resolution works for GOA to fix this problem (although some of the square resolutions can make it worse).
Has anyone else experienced this?
I have no problem with the game on my desktop at a 1440x900 resolution.
