Aviation support numbers

Hi,
When I click on Noumea, the base screen shows Aviation Support 157 (in red) +36. Can someone tell me what the +36 is referring to.

Float Plane support added by CS, AV, AVD and AVP ship types. It means that you can have 157 land based planes and 36 FP/PA plane types at the base before exceeding your support limiatations and having the numbers appear in red.

I've been trying to figure that one out for a while.
Now in my game I recently sent the 1st USMC Air Wing to support my Catalinas which were all grounded on an island due to lack of aviation support. In hindsight this was probably not the right thing to do. I should have just sent a single AV ship from Noumea instead.

Even a single AVD/AVP would do at a push (6 AV each), three even better. AVs have an rating AVs of 24/36 to large for a single PA unit so I keep them for large/important bases were I mught have two or mor PA. And don't forget to load them with supplies.

I am sure it worked, as ground AV support also works for water borne planes, just not the reverse. It would have likely been more efficient to have used a seaplane tender of some type though.
Don't overlook the possibilities of using seaplane tenders at front line dot hex islands to support advanced recon and nav search. This is what the Japanese did at French Frigate Shoals historically, I believe.....or did they just use seaplane tending submarines?
