Opening CentPac Base Stats

I just finished Racing the Sunrise (EXCELLENT book for any Modder) and it was quite specific about Johnston, Palmyra, and Christmas AF not becoming operational until January 42. There were similar details for Canton and Pago Pago. I could pull the exact dates the author listed if needed. Seems to me these bases shouldn't start at Lvl-1 AF when the war starts. They would have the units present but the actual construction needs to be completed first.
Thoughts about this?

Happy to take note of these comments, along with any other useful information.
Thanks,

If the units to build the AF are present they'd have the base up from level 0 to 1 within a few turns. Ultimately such a revision would only increase the # of player clicks on Turn 2. Thus by itself, not worth a change.

If this fine book is to be the measure, then it sure is food for thought.
I also like the Chapter 18, "Frantic Efforts to Reinforce Hawaii and Its Outposts" that explains just how fast the air resources lost in the attack, were replaced.

The only way I can think to model this would be to cut done the amount of supply each of these bases has, disable any of the aviation support those units have, or have them start with no aviation support and the LCUs can upgrade in 1/42 to have aviation support. Thus, you could use the base to ferry planes through, but risk those damaged getting stuck at that base.

Our time line assumed that the USN and USAAC was allowed to start the construction early based on the increases to the military. Has that idea changed?

I was placing this info here as a head's up. It isn't for our Perfect War Mod Oldman, however, I might use it for RA.
Just thought it was fascinating how there were hardly any troops at many of these bases. I think Palmyra had about 175 Marines and some civilian contractors and that was about it. I'll try to take the time and find a few of the specifics to place here.
