It could open up for some interesting strategies I think.

For now, this is not possible. Can give a couple of examples of interesting strategies this might give?

I could f.ex. start with a lot of paratroopers, then free up their slots for other units after they have secured their objectives. Another option is to go with a lot of fighter aircraft early, then replace some of them with strategic or tactical bombers once most of the airwar is over.
It would give more options to adjust the force during the mission.

One problem I see is that this would drastically change game balance, and this would require to redo all existing scenarios (both stock ones and in separate DLCs). For example, in most missions air struggle is hot early on, but after you achieve air superiority, you can easily remove several fighters from the map and place some ground units instead. Consequently, all missions would become much easier.

Since it would be optional to do it, I don't have a problem with it making the game easier. You could charge prestige points for it as well, to balance it. It would let player try out more strategies, which I feel is a good thing.
