Mixed races, racial bonus

How much population of an other species do you need within your empire in order to gain their racial bonuses? I know I saw this somewhere in the galactopedia but I'm having trouble finding it.

In the entry for Alien Races, it says that if you have 10 million to 2 billion you get 50% of their bonus, and if you have over 2 billion you get the full bonus.
However, that may be out of date. It seems as though, based on my current games, the bonus you get scales with the size of their population. I found a colony ship full of Zenox, and when I used it to found a colony I received a -1% ship maintenance bonus (the full Zenox bonus is -10%).
In another game with a Teekan main race, I have the following:
-35% ship maintenance from Gizurean (full is -35%)
+40% mining from Teekan (full is +40%)
+4% research from Quameno (full is +40%)
+2% spying from Haakonish (full is +10%)
+20% income from Teekan (full is +20%)

Interesting, I'd like it better if it scaled as you describe, I'll check it out. Also, I took over a colony of indepedant mortalens early in my current game, they now comprise about a quarter of my population yet give me no bonus at all. Later I seized control of an opposing empires planet and instantly got the racial bonus applied. So my question is do racial bonuses not apply to independant populations? Doesn't really seem right.

I've definitely gotten bonuses from colonizing independent populations.

Some bonuses are applied to your empire (e.g., research, ship maintenance) and some, like war weariness and troop bonuses stick with their native populations. So your Mortalens will recruit troops quicker and not suffer as bad happiness penalites from war weariness but the rest of your empire is unaffected.
The information in the Galactopedia is out of date. So there is a scaling. I'm vague on the figures but I think you need to get a race to 20% of your total empire population to get the full bonus. Look forward to a correction if this is wrong. [:'(]

Thank you! I did not know about some bonuses applying only to their species, that's awesome though. Scaling is a plus also.
