Is modifying and adding components to the game possible?

No only hardcoded modding is possible and you don't want to do that... I guess... maybe...
 
You can change the names through the gametext.txt file though!

Hmm looked at that, so I guess it was what I figured, that you couldn't modify that part. I was wanting to add additional components that I thought should be in the game like solar sails, additional paths for energy generators, etc.

Yeah, that will be the holy grail for modding this game!
