Is there going to be an Operation Sealion? Can you control production? How many Naval Units? Is there strategic bombing? 
Operation Sealion depends on you. You can decide to attack England or resign.
From my observation, players usually are trying to do that.
You can decide which units to build and where to deploy them, of course there are some limitations because of the game mechanics.
The number of Naval Units depends on to main factors:
1. The number of Production Points you are willing to spent on them
2. Time needed to produce them
Both factors might vary for every country.
Yes, the strategic bombing allows player to attack enemy cities and cripple production.
