Cost of changing HQ with corps components

I'm not sure if this is WAD.

I broke down a Russian tank corps trapped behind enemy lines. I like to change the HQ of trapped units to Stavka, but when I did so with the individual brigades it costs as many AP for each brigade as for the whole corps. I did it a second time and it happened again. Just wondering why the AP costs are so high, and not 1/3 of the cost of a corps? Perhaps I should do the HQ change to the whole corps before breaking it down into its components, but who would have thought that would be so much cheaper...

Sounds like this is a Tank/Mech Corps issue, as Rifle and Cav Corps are cheaper to break down and transfer as pieces. Not sure why it works this way, but I'll make sure Pavel takes a look. Ideally it would be 1/3 of the Corps cost in all cases for all types of Soviet corps (although the cost of transferring corps sized units does seem excessive compared to the smaller units.

IIRC, this was done to prevent the old exploit of breaking down a Corps/Division, changing HQ of the top unit of the stack for a reduced price, then recombining to avoid to the full price of a reassignment.

If we unfix the fix, won't it be broken again?[&:]

Umm, sorry, this hasn't been fixed. Playing Axis v AI with latest patch (although game started with an earlier version) this exploit still exists. If you change HQ on any one the the brigade in the stack its still only only 1 Admin point

Just tried it on a new GC41 game and exploit is still there, at least on the Axis side. Didn't test Soviet side.

Related question - does the affiliation of the top unit decide the affiliation of the impending combined unit or is there an HQ hierarchy?
