Latest FRAPS allows you to do that in Full Screen mode.

I'm usually more than happy with this old little gem called MWSnap

It's older than Fraps and doesn't allow to do fancy stuff like showing F.P.S. or capturing movies. Instead it's intended only to make and save screen shots but I must say, it's badly good at it !

Oh ! I almost forgot to add that it's WAYYY smaller, memory wise.
