Boston Not Producing Anything

The state and the city are not in unrest - I'm very new to this game and stumped. What else should I be looking for? I don't see any mechanism to attach a saved game so I can't help there.

What are you trying to produce?
If it is a building, is there space for it?
If it is a unit, what happens when you try to develop it?
