Romania not pulling Germany into the war (WIP)

This is work in progress.
One of the bad settings, was the situation where Romania was pulling Germany into the war with Soviet Union in 1940, in Bessarbia case.
As a request from one of the gamers, I have decided to post the file that should correct the issue.
However please remember that this was tested only by me for now, so be aware it might not work as intended (however it should).
Please unzip this file into the:
/data/events/ subfolder overwriting the original file (make a backup first)
This should also affect already started games (however before the mid 1940).
Please post any opinions.

Another fine example of the developers actively supporting their product.
And for all of us that have followed Wastelands since 'road to victory', the occasional shout out should be given to let the newer folks on this forum know that doom and the gang are the real deal.

Thanks very much, very quick work, nice Christmas present. I won't use it just yet as I am in the middle of fight on 4 fronts (5 including Norway) and need to see how it works out.[:)]

I installed the file, will i have conflicts when installing the future patch ? (I did no backup... [:(])

I have made comments in other treads, but when you patch this, is there any chance of leaving an early Soviet entry available as a selectable option, either On/Off or if possible maybe with a slider control from 'No Chance', through 1%-5%-20%, etc, to 'Random Chance'. [:)]

This is not possible in the way you have described it. What can be done is to create options that will keep the Soviets in peace. Rather a modding option.

I see that 'early Soviet entry' every time will ruin the game, and that historically it shouldn't happen at all, but it would be good to be able make it a selectable option that could turned if you want.[:)]
