Regarding Garrisons in citys.

Can I use or crate a fortified postion in a city to count as an occupation and use my Security and Cav units to fight partizans. Thanks Joe
You could but it would probably not have a high manpower count to be effective. Security units count double, so they are most effective.
You could still use the units for chasing partisans. Try to get back in a town/city hex at the end of the turn and it would still count as 100% garrisoned..
