why with the war almost over for russia in 1941, its way N of Moscow and East of Stailengrad, and St. Pete is axis, does the Coutry od the Ukraine and Rumainia surrender to Russia.? All allied units in rumania vanished.

Is it possible that the Romanian units has move back to the force pool?
