Moving into Belgium is forbidden?

When playing Grand Campaign West as the Germans I cannot move into Belgium or Holland or Luxembourg and neither can I declare war on them.
The French can move in there but I am forbidden

UPDATE: I can attack across the Belgium border but cannot advance after combat.

Now this is crazy ... Italy is at war with the Allies but I can't move her units.
I don't particularly need her help right now because I think France is toast in a couple of turns, but I'd sure like to understand why Italy is frozen when the diplomacy screen says she is at war.

The date is 9th Oct 1939

Send me the save game please.

IIRC the first issue is already corrected for next patch. Those countries were added to the alliance but not put in the state of war.

They shouldn't be in the alliance at the start of the war. Historically they were neutral until Germany declared war on them in May 1940
