pretty shure shields wont recharge when your out of energy, but other than that your golden

Actualy ,the reason why i realise this problem is that i saw that guide.
It seems that the guide is for Legends. My version is ROTS. In ROTS, galactopedia says nothing about energy's role in shield regeneration
Does Shield's componet description in legends has energy infomation?
