Playing Germany in GC 39 and I've taken Dover + London plus a few other cities in the UK.
KMS Blucher is ready to be commissioned and the game lets me place her on the map in London.
Not much strategic effect gained by placing her there but this is a GERMAN ship laid down in a GERMAN shipyard.
She should only be launchable in Germany

The game allows you to place ships in any port controlled by you.
Indeed we might think about restricting this to only owned ports.

What others thinks?

IMHO owned ports only is preferable.

Might prevent silly situations, especially in the Med. or Black Sea.
