See picture ... I have enough SR to move the Naples XX so why can't I SR the highlighted XX?
Italy is at war with USSR and I control Italy - I changed Italy from AI to human in the German turn.
Message on SR button is " Strategic Movement is not possible. Unit not connected to MSS or during peace time"

EDIT: I have not moved any Italian units in this turn. I also note the unit is using alternative supply but not sure why since it sits on an Italian railway line.

You can not do strategic moves when your country is at peace.

That should be added to page 38 of the manual.

We will need to double check the supply connection.

It was working earlier.

I'm having the same problem with a Hungarian unit currently in Rumania.
A Hungarian unit in USSR can SR but the Hungarian unit in Rumania cannot.

Does this unit already moved this turn?

No, I have not moved the units before I try to SR them.
The only moves I attempt in Italy are SR to USSR

I got same msg when trying sr from oslo after Norway was taken by Germany as I played. In 1940 Germany is for sure not at peace [:D]
