Overpowered ASW planes on CV, bug?

I have observed extremely effective air ASW based on CVs for some time for both Allied and Japan.
The same planes based on land are much less effective.
For example, Jap put 100 Judy/Kate on land, it won't hurt many Allied SS in range. However, if I put the same 100 planes on CV, and let them conduct ASW mission. They will damage/Kill Allied SS 10 times more effectively.
Is this a designed feature or a potential bug? Please examine it.
