Random Weather Question: First Blizzard

Can't recall at the moment, but can the Germans get SNOW during the first two months of '41-'42 Blizzard under Random Weather?
I remember reading that they can't, for these two months ONLY (since it was particularly harsh winter), but wanted to confirm, or maybe I was dreaming that

22.2.2. RANDOM WEATHER DETERMINATION TABLE
For random weather, a die(11) is rolled by the computer and the modifier for each weather zone
is added to determine the weather for the turn per the below table. The following exceptions
will occur when using random weather:
»» There will be at most one snow turn per weather
zone in December and January .
So in theory yes, there can be snow [8D]
Possibility of snow in
december: 20%
january: 17% (or so)

Me too. But then I rechecked the manual and could not find that part. The First Winter Rule part does not mention it either.
22.3. FIRST WINTER RULE
The following rules impact the Axis player in the section of the map area delineated by
coordinates X>72 or X>54 AND Y<95 during Blizzard turns in any scenario that includes the
months of December 1941 through February 1942. With the exception of the supply modifier
(22.3.4) Finnish units as well as all Axis Ski and Mountain units of any nationality are not
affected by any first winter rules
The rule is not saying there will ONLY be blizzard. In non-random there will always be blizzard though as per the table. The random table is saying there might be snow after all. Possibilities I mentioned above.
In any case, I could not find the part which says "ONLY blizzard during january and december".

I think that the first winter blizzard is in effect dec-feb regardless of die rolls for weather. I can't remember where I read that, old age kicking in (again)

December 1941 and January 1942 turns will be blizzard in all zones. Starting the first turn of February 1942, the random table is again used.
