I tried the retrofit button on the left bottom side of the screen, but nothing seems to happen. None of the construction ships get an order to retrofit and nothing seems to happen on the station itself either. Do I need to do something else? I have upgraded on the designs screen and everything.

You can't currently retrofit bases that are not on one of your colonies. You'll have to scrap the base and rebuild it.  

Grrr. This answers my question then. Is this intentional? (Or will it be changed, hope hope?)
