Bridges and river crossings? Omission?

There doesn't seem to be a penalty for crossing rivers or any "critical" bridges like Arnheim or Remagen. Some of the major rivers in Europe were pretty uncrossable unless a pontoon bridge was built or a highway or rail bridge was captured. Entire armies were held up by by bridging issues. Shouldn't there be a major movement penalty when crossing a river at a non-bridge hex? Or maybe it shouldn't even be possible?

Considering a scale of hexes and time, we have decided that the only impact on the gameplay should affect fighting.
Personally I think it would bring more question which river is uncrossable where and if we consider rainy weather, also when. So this is plain and simple at the moment

OK, got it. I still think you might consider a movement penalty to cross a big river at a non-bridge hex even if you allow rivers to be crossed anywhere no matter what the weather and time of year. Just my opinion. There are obviously big bridges wherever a rail line crosses the rivers.
