Disappearing fuel!!

I sent a cargo TF loaded with fuel to Kanko in Manchuria so I can get fuel into the interior. When it started to unload Kanko had 3000 fuel units. Well 2 turns later it's still 3000 exactly and the TF is almost empty. It's like the fuel just disappeared. I need fuel at Hardin to build HI to expand/upgrade an aircraft factory there.

it may be getting sucked out of the hex you're unloading it to annd sent across the land travel network to another port.

in my latest game I set up CS convoys of fuel and supply from UK, Canada and Eastern US to Balboa and every last bit of it got sucked back across the canal to Cristobal until I set Balboa to stockpile both.

But what's weird is that the quantity didn't change nor have the quantities in surrounding cities change. They are all 1000 or 2000 or 3000 or 0 ... I'll check more cities.

Ok, I checked more city and even went back two turns. The Convoy had 8860, but nothing has gone up by that much.

Did it get burned by the heavy industry in any of the connected bases?

The fuel didn't disappear ... it either got used by industry, used by the TF as replenishment or got sucked to a base that needs it. Manchuria is connected to China - so it must have ended up somewhere...I'd suggest you start using Tracker or witpstaff

No - it might be used by HI, but is not needed to upgrade or expand any factory! And unless you didn't read the post in the other thread HI is global and is not needed for the repair of industry. Supply is.

No I read the other thread but all the cites or nearly all in the interior of Manchuria have zero fuel. So I was trying to get some there. But then fuel is for ships and ships alone, correct? Or is it required to make HI points which in turn are used with supply for expansion/upgrade of factories.

Ships and Heavy industy use fuel. Sometimes it can be hard to keep Manchuria's inland HI running, at least if you have shipped fuel out from Port Arthur (which is not a good idea). If you don't have surplus, ports try to stockipile all the fuel.

Only solution is to ship enough fuel to fill needs. Some suggestion to keep fuel demand lower:
1) Move all useless ships out from Manchuria and China ports. I think that reduce fuel need of those ports.
2) Don't expand ports you really don't have to expand. Bigger ports try to stockpile more fuel, and if there's no HI, fuel is just sitting there.

YES. The question is where and the only real quick way of knowing this is by using Tracker or Staff or manually checking.
If you want post a few turns here and I'll look for you.

Fuel is used by ships as bunker fuel or HI. 1 HI uses 2 fuel points & 20 Res to produce 2 supply & 2 HI points.
Expansion(not repair) of existing factories requires HI points, Manpower and supply. Upgrades do not.
Repairs to factories require supplies >10K at base and 1K per increase.

On turn one or two I changed a factory at Harbin (center of Manchuria) to Oscars, without realizing the HI requirement. I can not get supply to increase there either. I have changed the supply level requirement to 7000 and got nothing. But fuel is at zero. I think I might write that aircraft factory off.

Fuel is irrelevant for factory expansion.
Supply can only flow, if there is enough at a location where it can be drawn from. Normally Port Arthur is the supply hub. There is not enough free supply (supply that can be drawn), when every base is down to its required level of supplies. Check Port Arthur.
HI is not needed for repairing factories, only >10000 supply at base and 1 point costs 1000.
