I played as Germany when Poland fell I decided how to govern Polen but when I later took paris I got that decision choice again. Also got the decision of doing sealöwe or not. Still all french troops was there and in combat.
Do I get a chance of changing policy every year and when do the event for vichy or not trigger?

If you look around there is a hotfix for Vichy.

Seelowe is an option.
