What would be a rough estimate and breakdown of how the Germans should use them in the first 15 turns ????

In the summer of 1941 I use APs primarily to re-assign SUs, some sorting out of division and corps assignments, and toss out the odd poor leader here or there. By September 41 things are usually where I like things to be, so there's more opportunity to maximize leaders, start building some forts, and building up an AP pool for the usual re-shuffling of forces for the 1942 summer offensive.

Summer 41 for support units, unit transfers and leaders. I use every single AP I got until about August 41 to get things the way I want them. Every construction bn goes back to the army HQ's and above, massive SU movements, artillery to different Corps etc.

Fall 41 forts and leaders

Pretty much the same as Schmart.

With the new rules on Fort Degrading, you're going to need to build alot of Fort Zones. Like over 100. Make sure you hoard APs for that.

But even saving 500 or so, you should have enough for some SU moving and getting rid of the worst leaders

I haven't played the Axis too much yet, but I would have thought they would use quite a bit of their APs for HQ Buildup. Is that not the case?

Not really, as German you can really out run your rail if not careful. But I don't use a tremendous amount of build ups either.

50 a turn gives you roughly 3 build ups. after the first 3 turns of re-organizing I don't spend a tremendous amount of AP's unless building forts or the occasional build up for a lunge. I would love to have gotten my spend AP's to winterize divs idea.
