air strike on land units

Question on calculating column for bombarding land units.
I suppose the formula hasn't changed since TOW
AttColumn = DefLevel - [penalty for DefStrength ( (100-DefStrength)/20 ) ]
Could you please give an example of what penalty for defstrength is and is defstrength eff strength, nominal strength or percentage strength.
If my assumptions are correct you will more easily lose 1 air point for attacking lvl 1 inf then lvl 5 with current CRT.
I'd like to mod this thing a bit but need explanation
