just got the game, playing Pacific Campaign as Japan. For some reason, I cannot create a new convoy. I'm able to select a starting port for the convoy, but clicking on any other port does nothing, and exits the convoy-making procedure. Am I missing something?

Has to be a destination port your country owns or is allied with.
