Fix for USSR attack in 1940?

I've seen it mentioned in a couple of posts that there is a fix for the USSR attacking Germany in 1940, but I haven't seen any links to the file. If there is a fix, could someone post a link please?

I'd like to know this as well. I've modded the game so that Romania cedes Besarabia peacefully and still the war happens in 1.01. Doom?

This should not happen if USSR does not demand Romania.
If it does demand it and Romania refuses to give up, there is an automatic war once you invade Romanian territory.
Unfortunately we can not control USSR demands.
Historically is is not true that if USSR attacked Romania the Germany would come to the rescue?
I believe the chances need to be higher that Romania gives up territory.
I need to check my fix. I'm tired now....

The problem is that it is not happening to me.
I have played the early game several times, and USSR never attacked me.
Theoretically early attack because of Bessarabia depends only by Germany, if they will decide to support Romania.
