Question about playing as Japan.

I have played a lot of the more limited scenarios and am ready to attempt a full war game. I don't want to spend all the time reassigning orders to units and then find out the game can't handle the changes so my questions are.
If playing as Japan in one of the standard full war scenarios, and you decide not to use the historical first turn start, and avoid attacking US forces and bases, does the US declare war? I was curious if an alternative strategy is pursued, could Japan attack British and European assets without immediately drawing the US into the war? Can the AI handle this type of alternative starategy? If not is there a Mod that models this?
