Are partisan attacks on rail lines done automatically or does the player have to conduct the partisan attacks? As SU I have partisans with 700 men 400 supplies and 400 ammo but I am unable to attack rail lines and the AI has not done it for me.

The AI handles all attacks. Whether the unit attacks depends on it's morale, condition, etc.

The only thing you can do is get supplies to Partisans; everything else is AI.
