Loading an air group on a transport

As cargo that is. Maybe I am dense, but I have yet to figure this one out. Is it even possible to have a group start on a transport for the scenario start?
Have you tried defining it as normal transport ship airgroup?
If you put not-CV-capable aircrafts on CV, they seems to be treated as cargo, and I am not sure there is the difference between loaded groups. It seems simply to be - if they can operate from ship, or not. If not, then they are cargo.
