Hello, I've reached Feb 43 and the Australian Boomerang C12 is available, but it has no production value. Is this correct?

There is a factory in Melbourne building it. If you stopped building Wirraways, you have also stopped building the Boomerang as the factory upgrades from Wirraway to Boomerang. If you didn't stop it, you need to wait till the factory is converted.
