Problem with surface combat groups

Hello, iv got following problem, my surface combat groups, are not moving into hexes occupied by enemy taskforces, despite being set to "react to the enemy" & "patrol do not retrie", and having clear advanage in number of ships. Even if enemy is in adjected hex, my groups are just sitting and not trying to attack.

Which side you´re playin´?
unfortunately, TFs will never intercept/attack any other ship(s) if not in the very same hex. (except they rush into this hex by the "react" order, and then only applying to costal/base spots. Mid-Ocean interceptions are next to impossible)
But when they meet in the same hex, they actually should do so. Maybe depending on the aggressiveness of the commander in charge, always try to select such a man when anticipating battle!

Thaks for explaining it to me, after some experiments and research in message boards i suspected that. Currently im trying different things in tutorial in head to head mode, i dont want to start to playing before i know well how this game works. Its shame that surface groups are not working like carrier TF, which when set properly are closing to attack on other TF on their own. This limits usefulness of surface combat ships :/
BTW - perhaps could You also tell me what role does play "maneuver" value listed in ships information card ? I wasn't able to find explanation in manual.
