Who here creates Croatia?

What is your strategy?

Croatia can free up some troops for Germany, especially now with the Infantry cap.
Zagreb, Sarajevo and Spilt are the new cites.
Belgrade remains captured.
Total loss is 5PP but you gain an ally.
You also follow history if you choose this Option.

Croatia appeared in the “Clash of Titans” multi-player I’m playing. I don’t know why it was available but is certainly frees up German & Italian troops. The option must occur in earlier. Don't know how to create it.
