Who creates Ukraine and what is your strategy?

Sorry for late response. I was wondering often about the Ukraine option, too.

AFAIK, it was an historic option for Germany that may have provided more support for the German cause amongst the population. But the German government was in a not too benign mood at the time so they missed this opportunity.

But not sure if it has any benefit when doing it in the game. Actually I see only disadvantages but I would be interested in finding out if anybody else did see any benefits in forming the Ukraine (i.e. any hidden later event effects etc).

With the limit on German troops you may want to create Ukraine to free up man power.

In a recent solitaire Grand Campaign game as Axis, the Ukraine option was offered and the Axis accepted it. Not sure what specifically triggered the event.

Ukraine gives you allot of infantry divisions and corps.
You get a three commanders.
Loose 16 PP
Lviv, Vinnytsia, Kirovohrad, Zaporoze and Kiev are Ukraine cities

Saves German deployment of troops and helps with infantry Cap
