Eagle Day to Bombing the Reich

The full length 1940 campaign states that the Germans must have an air superiority of 4 after 31 days. After two attempts one where I had 7 total points and another where I had 11 total points, where in both I had an air superiority of 4, I lost. Any help?[&:]
